The Better Jacksonville Plan is a $2.25 billion comprehensive growth management strategy that provides road and infrastructure improvements, environmental preservation and targeted economic development, and new and improved public facilities.
The Plan seeks to provide residents with quality public facilities and includes funding for improved neighborhood libraries as well as a new Main Library, Sports and Entertainment Arena and Baseball Park, and County Courthouse. It also includes funding to improve the environment through land preservation, enhancing neighborhood parks, and sewer infrastructure in critical areas.

Jacksonville New Main Library
This 300,000 square foot beauty represents the largest main library in the state of Florida. As with all Better Jacksonville Plan vertical projects, three-fourths of one percent of the total construction budget was dedicated to public art in the new facility. A 600-space parking garage, just north of the new library across Duval Street, opened in May 2005.

Baseball Grounds of Jacksonville
The 10,000 seat red brick exterior baseball stadium, which plays host to the Double A Jacksonville Sun’s minor league baseball franchise is the perfect complement located adjacent to historic St. Andrew’s Church and the newly constructed Jacksonville Memorial Arena.

Equestrian Center & Cecil Recreation Complex
The new Jacksonville Equestrian Center and Cecil Recreation Complex opened to rave reviews on March 20, 2004. This 832-acre recreational development includes the equestrian center with the capacity to host regional and national level competitions in a variety of equestrian events. The recreation complex includes a Community Center for family activities and entertainment, as well as an aquatics center and four-field softball complex.

Jacksonville Veterans Memorial Arena
With a capacity of 16,000, Jacksonville’s Veterans Memorial Arena is attracting interest from promoters and event planners from across the country. The new arena is professional/NCAA sports capable to host a variety of events, and is also home to the "Jacksonville Sports Hall", featuring the Florida-Georgia, Gator Bowl, and Jacksonville Sports Halls of Fame.
This structure is complemented with the Duval County Veterans Memorial Wall, which showcases the names of more than 1500 military personnel who have lost their lives on active duty.

Alltell Stadium
Alltel Stadium, which opened in August 1995, is the home of the Jacksonville Jaguars of the National Football League. The stadium is the centerpiece of the city's sports complex on the eastern edge of Jacksonville's Downtown, on the western banks of the St. Johns River near the Hart and Mathews bridges. In February 2005, the 73,000-seat Alltel Stadium played host to Super Bowl XXXIX. The stadium is also the site of two annual college football events -- the Gator Bowl Classic and the annual Southeastern Conference match up of Florida and Georgia.
